So I think the consensus is, if rules are rules then apply the rules.

You have created too many grey areas in trying to keep people happy. It happens ALL THE TIME. Offences are waived off because someone said they were provoked / joking / evidence was photoshopped etc. People are afforded the opportunity to beg / plead / chat pwn their way out of a penalty. You listen to far too much public debate, and spend way too much time justifying your actions one way or another. You try to selectively come up with penalties based on who people are or what the build up to the offence was.

If someone is breaching the rules, don't even entertain the bullshit justification. If I'm speeding about the only good excuse is a medical emergency, and even then I'm still likely to get a ticket. Nobody is dying here. Instead of warnings go with a sliding scale of penalties. First offence, 2 day ban. Second offence, 5 day ban. Third offence, 1 week ban. Fourth offence, 1 month ban. Fifth offence, perma ban.
