Flags in round three to someone on the opposite side of the board and then all-out attacks people who go after the guy he flagged. If he flags anyone on the board, it may seem like a joke but he's about to destroy the game by choosing who gets first based on his flag. He's polite about it, and not mean, but as Louis Cypher said - it's not fun.
