There is a such thing as a poor winner. and if he's in first, I'd almost suggest you start planning with the other players a revolt, because if he feels the games lagging a bit for his tastes, he'll start pushing his borders.
I can understand his intention, but it *REALLY* doesn't make the game go any faster. And it's annoying.
