If he's using it in a derogatory way then it is racist IMO.

Under the current rules I can't see why it isn't "hate speech", particularly if the C word is now sexist and derogatory towards women.

It's ridiculous that this is what we have come to, but I don't see how this slur is ok and others are not. Where's the line?

The definition of the line is exactly the problem. "Racism" by the definition used in the English language is very difficult, since nations are considered races there and thus calling somebody a German might be racism if used in an insulting context... (this is where you can claim that it always is an insult ;-) )

In general people should grow some skin (or fur), read some of the funny usenet archives to see where insulting starts and fair commenting stops (being called a total clueless idiot was fine usually). Another problem here is that many players are not native speakers and thus sometimes do not get conotations of some vocabs. For me using the word "Nigger" had a bad touch but I did not get the depth of the slavery history of the US seemingly incorporated in that word for many people.

In general: it is a human decision and thus will have mistakes. There cannot be a hard line that easily unless we create a dictionary (and rating newsgroups having names including the word "breast" as porn was a wonderful example on how this fails as there were groups on breast cancer...).
It would be much better if there was an easy way for the moderators to remove reviews that somehow cross the line.

As for insults: call the person to be insulted Arnold J. Rimmer. That should do.
