It's pretty logic and frankly, I never understood why this wasn't normal policy to begin with

happy will surely not agree but this would be comparable to drivers licence suspensions. If you get caught for excessive speeding, your entire licence is suspended. It's not that they will just forbid you to drive the car you speeded with for say a month, it's the driver who gets suspended.

On a sidenote, I really hope France still doesnt ask Belgian authorities for licence plate info cuz I am pretty sure I got flashed by a damn speeding camera last night :-(. Otherwise my recent trip to Disneyland Paris just got a little bit more expensive.
