You agree not to harm them, or get in their way. It can be an alliance, but sometimes not. Some people will only claim to flag, so as to lure the person/people flagged to into relaxation, and then strike. This is considered by some dishonorable, and by others good strategy. Many will prefer the certain flag to the uncertain battle, and others will attack any and all flaggers for the sake of maintaining the war-type game.
