I dont think that he doesnt respect flags, it is more that he doesnt understand them, or the process. If a nearby rival to him had 8 stacks near his smaller stacks, but flags 2nd to him, that gives him the opportunity to attack others without fear of getting attacked by the 8's. He should not then allow someone else to attack that flagged player to get 2nd.
