Think about real life - army which has surrenderd give their weapons and can not fight anymore.
About flagging same position by two or more players - they should refleg at the end.
Every cheater does the same - goes to suicidal attack, gains a lot of fields with couple of dices and then asks other to repect his flag for countries that he can not hold anyway. And in advance, when gets stronger while was protected by flag, he continues to fight.
