The resulting reduction in police spending could be used toward providing clean needles as well as better rehabilitation centers. Plus I think usage would actually decrease, since it's basic human psychology to do things you're told not to. Society holds so many beliefs that are nonsensical and counterproductive. We need to look past social stigma to what would actually benefit us.
