Base table limits on statistical groupings of ratings (e.g. 40th, 60th, 80th and 90th percentile of the scores of all players). Groupings set on a weekly basis, rounded to the nearest 50 points.

If attacking while flagged is wrong, make it impossible to do so. It'll help a lot of people stop flagging and building forces to attack later.
