luck is if you win a roll you had the odds against you. fluctuation is the amount of possible combinations of moves you could to with the resources given. now when you reduce the starting resources as you suppose you obviously reduce the amount of possible combinations to go for. which makes the games more static. which has on first sight to me has nothing to do with the thing of reducing/raising luck influence.

got this so far?

yes, however the other random factors of kdice will rebring in flucation rather quick after start.

first 2-3 rounds, people conquer neutral lands. then they go against each other as always.

I agree with Wylli. The game would ALWAYS start like this: Player1 takes 3 terrirories player2 takes 3 territories.....
In the existing system it's possible that a player takes half of the table. So the sarting-luckfactor would be decreased. Then in the middle of game you can only win with lots of luck because all players should have almost the same amount of territories. Or you have to make allaince...(think....think...)argh! I can't imagine how the game would be...
I'd like to try it out but I want to keep my old kdice.
