It means that if a person uses one account to break the rules (pga, point-funneling, proxying, etc.), then all accounts that can be traced to that person will incur the same penalty as the alt. If the alt is suspended for a week, so will all accounts that can be traced to that person. If the alt is permabanned, then so will all accounts that can be traced to that person.

As to the inference that enforcing the rules will result in an outbreak of mad-cow disease, then so be it. Criminals should not be allowed to dictate the mores of society. If enforcing the rule of law results in sporadic retaliation by the criminals, that is simply the price that must be paid by an enlightened society.

The bottom line is that people need to either play by the rules or suffer the consequences.
