I really don't see what's so bad about it. I like it. No one can really take the win early, there are multiple potential base locations, and if 4 players make 4 bases in those spots, games could get very interesting as they get to the middle and meet.

and the first few rounds would be hectic

I predict the most wins coming from the bottom left of that board. Top right is pretty good. Top and Top left Not so good. This is of course assuming that nobody has an overwhelmingly good start and that only 1 or 2 people play poorly
