Do verbal flags stack?

I have noticed lately that people expect that when you flag them you flag everyone who flagged them earlier.
e.g. green with 5 stacks flags teal with 1 full stack and when I flag green he expects me to be 3rd now. I don't think that this is the way verbal flagging has been working. Am I wrong? |

Traditional truce= we won't attack each other, and we will actively help each other flag truce= we won't attack each other, and the weaker party will start begging for the stronger ones help as soon as he is getting his ass whipped by anyone else. |

Flag POSITION and not PLAYER to avoid such problems. |
