Do verbal flags stack?

I have noticed lately that people expect that when you flag them you flag everyone who flagged them earlier.
e.g. green with 5 stacks flags teal with 1 full stack and when I flag green he expects me to be 3rd now. I don't think that this is the way verbal flagging has been working. Am I wrong? |

at 2:54 PM, Monday May 3, 2010 EDT I don't think it should be that way. You flag to one person, you flag to ONLY that person, not everyone he's flagged to. That's STDs, not kdice, though I admit the two may be otherwise conflated.
