I passed up on all my chances to cut or even attack him and he never touched me (although he didn't have the great opportunities I did). I assumed we had an easy 1/2 silent truce, but nope. As soon as I go to attack the third large power on the board, he leaves me hanging. I don't know why I thought a level 20 would be able to silent truce; a critical mistake.
