Flagged to 2nd place specifically while also bordering 1st place (myself). I immediately inquired as to whether this move could be considered a truce since he was flagging to a lower place, leaving the door open to attacking 1st still while the game was still unfolding. He refused to answer. He subsequently held out from flagging to me until he wanted the favor of allowing a chance roll decide his place (between 4th and 5th with another player who had flagged to me earlier). Even at the point of proposal by a third party, I was given the option of making the decision or letting a roll decide. Skraper complained about my decision because I didn't feel it was fair to give him a 50/50 chance of reward for that sort of behavior. Skraper is to be considered disrespectful and irrational in his expectations when you factor his prior and obviously bias methodology. Beware. This person is an opportunist and is not to be trusted.
