Total number of dice on the board should never exceed the amount at the beginning of the game. Players can only regain the dices that were lost before by any player.

at 2:08 PM, Tuesday July 31, 2007 EDT This wouldn't fix the 8 stacks on round 2. That is random placement of the dice you have earned. Even with this model you could end up with an 8 stack on round 2. If you consume enough of your enemy and the random drop is mostly on one territory - same thing.
