the idea here is that all maps and initial start positions would be essentially even, with each map having a number of territories equal to a multiple of 7 (like 28 or 35). also, each player would recieve the same number of dice at the beginning of the game, either 13 for a 28-land game or 15 for a 35-land game.

There are some interesting tables like babyboo, with a huge peninsula, that if you control you get 2nd place. The variety I like. If you don't like the layout, find another one (although it's getting harder with a 1700 Rating). Variety is the spice of Kdice

No, that would mean that the beginning would be essentially left up to chance. In the current system, it requires more strategy.

sorry, i should have been more clear: by saying "uniform maps" i'm talking more about the distribution of territories and dice per player, not have each map look the same as every other map.

i say keep the maps unique, just ensure that everybody is starting out on a more even keel in terms of the number of dice and territories each player has at the start of rd 1.

there's already an algorithm that makes the starts more even by discouraging all territories starting together and having 8-stacks

it's still a valid idea, just pointing that out
