Banning should be handled with care. IMHO you need very convincing breakage of the rules to demand bans.
Looking at our few rules, it is obvious that Colonia is not using porn avatars. I am not aware nor have I seen proof of him pga-ing or proxy-ing. You might debate if his language occasionally is borderline to hate-language. To me it is not sufficient for a ban. The one rule that might catch is, that he is some sort of harassment in himself for many. But then, others are obnoxious at times as well.

So, for the time being and looking at the rules, my vote would be no, although he is a pain in the ass at times (and quite hilarious at others).

Not banned, but should be pge'd by everyone, every single game or tournament.

He's the worst kind of player. Every tourney he's been in, he's attacked someone whose flag he accepted and swears that he forgot or wasn't pay attention.
