If you had succeeded in 1, you would have noticed that they were discussing about soccer only. They both seem to favor Stuttgart - a city with a big bunch of losing teams :-))

After roughly 6:40 they agreed to roll afterwards. This was the only trucing and strategy in chat for the entire game. Shortly after green called it a "gg" making a translation unneeded. You might have noticed green did not help brown when he got attacked by yellow and teal. I would have expected him to do so after the agreement on rolling.

They did not fight - but this was obvious to all and the table could have countered their talking German easily in turn 1 or 2. I see no problem at all in this game.

I dunno what to think about this. What Louis said was true, the only truce-related chat was the "roll after" ("wuerfen nachher") bit.

But still, if they are confirming the truce in chat, it would've been more elegant to do it in English, so that other people would understand it.

And one game is usually not enough to determine whether it's PGA or just a truce. They seemed to know each other and never intended to fight, but it also made sense for them to truce according to the situation on the board. OTOH, if they do it every game that's PGA.
