Does Dom freeze?

I remember shortly before I left last time, there was talk of Dom being frozen after a certain round, that nobody would gain additional dom past that round. Is that still the case, and what round is it?

The way I understand is, is that parts of it get locked in after rounds 8 12 (and 16?) + when people flag out or get killed, they leave with that part of the dom (and no one can reclaim it ofc) |
