Tables are too small / table size does not change automatically anymore

Playing a 500 with 7 players and only 23 territories reduces the game down to starting dice luck and random chance, not strategy.

not only on 500, on every table, 2k, 5k, 100 and 0, it sucks.

small tables have their interesting specific
but I suggest:

- more ballanced starting positions
(we can count number of connected)

- consider dice restack rule saying:
"maximal player's stack (+1?)not greater than others players' max stack

Just tested and it looks like the table is changing depending on size.

I'll take a deeper look at the 23 territory tables.

I think I see a bug in the code where a full table of seven won't cause the map to be reset if the prior game was a smaller map. I'm going to fix and upload to see if this is the issue.
