At the beginning of the level system, when i would win tournaments they would not be added to my points towards the next level. However, when I would then lose the tournament points in regular play, I still went backwards. As such, Ive needed around 12 or 13 k points to advance to the next level for about a year.

Is it supposed to be like that?
