Kamakazi, they are NOT the same. PGA is when there is an agreement arranged BEFORE the game. Once the game has started, it can just be good strategy to leave a neighbor alone if you know they will understand and reciprocate.

Truces are part of the game, and can help you win.

Also I think you mean "pacts" and not "Packs".

I believe the OP is asking about NAPS from game to game which would indeed be pga. Napping (Aka trucing) in game would be kinda like flagging but saying you didn't truce but you were gonna help the guy anyways.
