Any way to make a non-cheating sub-site?

This question occurred to me as I got a forced resign 2nd place on a 500 table when there were no other visible players present, which a bunch of people were chatting about how to do it in the chat box. If it is important enough for people to get trophies, high points, etc, by cheating, then fine, but is there a way we could get a separate set of games for people who have no inclination to hack,cheat, etc?
