"talking turkish with each other, then not attacking anymore" is a truce, not PGA. Real PGAs don't need the chatbox, why is it so difficult to some people to grasp that.

Truces must be declared in a language that the whole table can understand. 99% of the time it's English.

wrong as in the only person who needs to understand the truce offer is your partner, otherwise he cannot abide to it.

Other than that, people must pay attention to players who talk in different languages and don't attack each other. When it happens, it's the your responsibility to assume a truce and call the counter, it's not their responsibility to speak the language you feel most comfortable with.

To ban players on the grounds that they don't (or don't want to) speak english is nonsense.

closest analogy i can think of is poker. english only at the poker tables. if you speak another language, you will be asked to leave the table.
