why cant we hold more than 32 dice in our reserve? would it be counter productive to the game somehow?

i dont see why its obvious, usually you only have one or two territories connecting to any one player, i think when a player is in first and is being attacked by a truce, two players or even three. they should be able to use all the dice at there disposal. not just the 32
