Update: Less even starts

A 5 dice cap was put on territories with the previous update. The effect was distribution on the starting turn is more even.

The cap is on top of an more even distribution algorithm that was put in a while ago except it ran under an 8 dice cap.

The 5 dice cap is good, so I've replaced the even algorithm with the original random one keeping the 5 dice cap. Now there should be more variance in starting dice distribution.

seems to be working well ryan, the new scoring system did favor big stack starts so this deals with that issue. though i have had two double 5 stack starts, can't complain about that

I think a lot of people were complaining there were too many 4v4 and 3v3s needed to link, now it should have more possible 3v2 and 4v3s that are so crucial and slightly more reliable for game starts
