Ryan, do you have any statistics on ending position depending on starting? Games that you start in last are much harder to play and survive even to a decent position. The only chance out of it is a very lucky land/dice placement.

To try and make this fair or a little more enjoyable for those starting last is to add +1 or +2 (or maybe more...) dice on their initial allotment.

Since everyone has an equal chance of starting last, I'm not sure this is really an issue.

Starting first has its own disadvantages anyway, as players haven't spread out their stacks or lost any of their initial dice.
