Explain Non-activity point drops please.

I have a few accounts over 2100...and I have noticed their points are slowly dropping. Not by playing, but by not playing. (i.e., 3 from yesterday, 4 from a few days before, etc.) Has Ryan posted something saying what the inactivity penalty is?
