Where do you report Cheaters?

I keep on playing with these two guy from Spain where in every game he is with a friend.
I this case the player I am talking about Is: Lolo79 and his friend was Maco. They win nearly every game they play as their is an obvious advantage when playing with buddy's. I just don't want them ruining anyone else's games and scores as they did mine. |
